Carrots vs. Sticks

How many shipowners use shore power on a regular basis? Those who use it can show real results and benefits, others will contend themselves with excuses and push the reckoning as far out as they can (which is probably 2030 for EU and US). Legislators are working on the “stick” (obligation) and EOPSA - European Onshore Power Supply Association is pushing for the “carrot” (market mechanism & subsidies).
