About “Programma Aanpak Stikstof”

The Nitrogen Approach Program (PAS) has been a program of the Dutch government since 2015 that aims to protect European Natura 2000 areas. The program included measures to reduce nitrogen deposition in the designated nature areas. In 2019, permits based on the PAS were declared invalid by the Council of State, leading to the nitrogen crisis in the Netherlands. In addition to the existing Nitrogen Environmental Control Area (NECA) on the North Sea, vessels are obliged to adhere to the PAS standards. In practice, this means a nitrogen reduction of at least 90% or more. International shipping routes are exempt from this program, as it applies to Dutch waters only.


Impact for you

Considering the amount of emissions to be reduced (order of magnitude 80% at least), only retrofitting is an option. This could include either full electrification (for a limited amount of time if possible) or the use of highly effective scrubbers. Both these options are estimated to cost approximately €1.000 per kW installed. Contact the helpdesk for more options.
